Don't give up custody, just let the 17 year old live with her mom, if is better for her anyway. All these custody issues end for her when she turns 18. You keep custody of the 2 boys until they turn 18. Courts will not break up siblings, even though is some cases it makes sense.

If the family system psychological profile justifies having the 17 year old live with her mom and keep the boys in your custodial care, the courts will consider and approve of this arrangement because it's in th children's best interests. I have personally represented parents in these arrangements. For purposes of school enrollment, healthcare etc, you can define your parenting plan as joint legal and a roughly equal timeshare.
