17-year-old daughter adopted

I have a friend who has a 17-year-old daughter in foster care. The foster mother is starting adoption procedures. My friend is baffled because her daughter will be 18 about the time the adoption is finalized.

Is there a lump sum bonus the foster mother will receive for adopting the girl?

After the girl turns 18, will the foster mother continue to get money for her if she's adopted her and she's in college?

We are all quite baffled by this. Any help you can give will be greatly appreciated.

An adoption places the adoptive parents in the position of the biological parents and includes the same responsibilities. I am not aware of any cash reward for adopting a child.
