Legal Question in Family Law in California

My 8 years old son does not know his father, never has. He owes me $12,000. in child support. He has not seen my son in over 3 years and has not called to speak to him in 2 yaers. What are my rights? Can I get full custody?

You already have full custody de facto. You should file for a motion to modify custody if your custody is not sole custody in the court order. You should also file for enforcement of child support arrears and start to collect, since it is harder to collect large sums than at the beginning. The child support services agency can help you collect the money.
