Legal Question in Family Law in California

I would like to adopt my legal step daughter. She and her mother are from China (I've married the mother) and we would like our daughter to have our family name. The bio-logical father in China gave the little girl (8yrs old) legal permission to come to the US. Does he need to give additional separate authorization to allow me to adopt her and change her name? PS. They have been here approx 1.5 years and we have been married the same amount.
