Beneficiary of An Estate

After my mother passed away, my sister took most of her belongings. My mother had no Living Will or Trust. My father wants those back They include her Jewlery, and letters from when he was in the Military and the begining of their relationship. How does he go about getting these back. My sister will not hand them over. We do not have much money to hire an Attorney. Is there a way we can pay an Attorney to write a letter that will not cost too much?
