Legal Question in Family Law in California

If I'm not biologically a child parent but have raised the child for 11 years getting devorced now can I go to court over the child...do I have some rights over the child?

You may. There is a doctrine known as parentage by estoppel, which may or may not apply to you. I suggest you speak to an attorney who is thoroughly familiar with paternity issues.
