can a California spouse legally take money from household budget to create a personal account and then a decade later secretly buy property in Georgia.

The answer is yes, they can take the money, there is nothing in place to stop that. However, the property in Georgia would be community property. It may be valuable to get a copy of the deed to the property to determine how title is held You should then talk to an attorney.
