California wage assignment to Kentucky�California child support order for NCP in Kentucky

My son's father says he is unemployed. But, he works on cars for pay, he volunteers at a fire station "paid per call", and he is receiving VA disability payments. The City where he volunteers as a paid per call fireman refuses to honor the wage assignment. They said because he is a volunteer he is not employed by their city therefore they do not have to honor the wage assignment. BUT, the City pays him for his paid per calls he goes to. Which is between $200.00 to $500.00 a month. HELP!...also, his wife is supporting him. She closed the joint account and opened an account under her name only. He cashes and process his checks and direct deposit through her account. Last...he was ordered "seek work order" and has not complied with the order EVER...what can I do?

For out of state, child support cases its best to contact the department of child support services in Santa Clara County. They will be in contact with the local child support department in Kentucky. They should be able to go to court for you to have the wage assignment honored, especialy if he is not paying you in the meantime while it is being processed.
