child custody

My daughter has 2 children by the same man, they were never married , he has been ordered to pay support but is inconsistant.can she leave the state to live with me to better her life and her childrens.

If there are Court orders which allow the Father parenting time, then she must follow certain statutory procedures before she can relocate.

If there are no Court orders regarding custody and access, then she can relocate, but he seek the child's Court-ordered return in certain circumstances.
