Are child support hearings required to record minutes and transcripts of the hearing or can a judge opt out of doing so?

It is not up to the judge. The parties must arrange for a court reporter if they want a transcript. The court keeps minutes, but not in any detail. They generally just say who appeared on what case on what issues and what the result was.
