Legal Question in Family Law in California

I am the the Custodial parent (the mom) of 4 kids who lives here in the Philippines. Can i file a child support case against the

absent father who lives in California? He doesn't send support regularly and hesitates to communicate with me regarding this. It has been years. Btw we are already divorced, he sent me divorced papers 5 years ago. What i am after is the support and what's due for my kids. Please help and advise me. Thank you!

Was the divorce granted in California? If "yes" then you definitely can enforce support here. If it is a Philippines divorce then it is much more complicated but still possible. I have both family law experience and experience representing Philippines based clients in U.S. court proceedings. If I can be of assistance, please let me know.
