Legal Question in Family Law in California

Our custody and visitation order is from San Diego County in California, where we live with my 13yr old daughter. I have primary physical and legal custody, 98%, and her mother has supervised visitation only. Her mother has been living in Texas for two years. We will not agree to her demand to send my daughter to Texas for two weeks but have indicated we will consider relaxing the supervised visitation requirement this one time if she wants to come to California to visit her. We have concerns that the mother would take the child and go to Texas anyway and understand we can register our custody order in Texas. My question; if we submit our order to be registered in Texas the mother will have 20 days to object and can request a hearing. Where would that hearing take place? California where the custody order originates, or Texas where we are trying to register it?
