Legal Question in Family Law in California

my husband wants a divorce. He lives in AZ where we lived for almost 2 years. I have taken the kids and moved to CA. It has been over a month and he isn't sending me ANY money. How do I go about getting money from him (i.e. child support, alimony)? He hasn't filed for divorce yet because he claims he has no money. He also claims that I have to pay for half of the divorce. Is this true? Also, what are my rights as far as moving the kids to another state? And finally, I have no money and no job...where can I find a low or no cost lawyer? Do I need one?
