Legal Question in Family Law in California

I want to divorce my husband of many years. The last I talked to him was over 2 years ago and he was still homeless, sleeping in his car. He had no permanent address or job where I can have him served with divorce papers.

Legal Aid said I could have him served at his brother's house as he was a relative. My question is, can I serve the brother by registered or certified mail, or does it have to be my personal service?

Or is there an inexpensive way to serve him by way of publication? I was told it would cost an additional $300 to serve him by publication and I just don't have that kind of money.

Unfortunately, you received incorrect advice. Your husband must be personally servied with the divorce papers. As for service by publication, the cost depends entirely on the newspaper you want to publish the Summons in. It may very well be cheaper with your local paper, and it's possible that the cost is more than $300.
