Legal Question in Family Law in California

Divorced about 5 years. Agreed upon in divorce decree: two kids 50/50 custody, each parent financially supporting them while we have them, and ex-husband was to pay 50% of medical/dental/vision to me (I carry the health ins.)

He has not followed through with either. I have had the kids 100% of the time (he tells them, "Just stay at your Mom's) so I am supporting them entirely on my own AND he has not paid for any of their medical bills despite my letters including all receipts, etc. I have told him I would take him to court but he doesn't care or believe me.

Above was my original post. I neglected to post my question: As I cannot afford an attorney, what forms do I need to fill out and file myself to recover his financial part of the monies owed me? Are those forms available online or do I need to go to the courthouse?

You can find the forms online. http://www.courts.ca.gov/forms.htm However, you probably should go to the Family Law Court in your county where they should have an office called Family Law Facilitator, or Family Law Self-Help, or some similar title. They cannot give you legal advice, but they can help you with which forms you would need, how to get them filed, how to set a hearing date in their local system, and all the other procedural details you will need to know. Your other alternative is to contact the Dept. of Child Support Services. They may be able to file on your behalf for a modification and to collect money owed, if you can't afford an attorney. If I were in your situation I would start there, and then go to the court house if DCSS is unable to help.
