Right of a drug addicted mom trying to get help for herself

I am trying to get my cousin to go into a rehab for a year and she has 3 children. The inlaws are willing to keep two kids and I will keep one. But how should I go about this to where when she gets out of rehab she gets her children back? I will not give the kids to the in laws unless they agree upon this but how could I prevent them from doing it behind my back?
