Legal Question in Family Law in California

My ex-husband has a 401K for approx. $45K, I was suppose to receive half of his money when we divorced 7 years ago. It was written in our divorce decree. The 401K financial company says I need a lawyer to get it. Why do I need a lawyer if it was written in the divorce decree?

An attorney may not be required, but a Domestic Relations Order is required.
