Can a Respondent file Notice to Enter Default and all final judgement papers, if petitioner for some reasons have not filed these final papers.

Default can only enter when respondent does not respond to the summons.

A petitioner can not be in default as they started the action.

Respondent can file an at issue memorandum if s/he's ready for trial.
