How do you file for Sole Custody?

How and where do I begin to file for Sole Custody of my child? And what if the other parent is in another state. The other parent wasn't there when the child was born and is dodging being served offical child support papers and won't take a DNA test.

If the father's name is not on the birth certificate and has never taken the child into his home, he would not have any legal rights without a court judgment that he is the parent. If you want child support contact the local child support agency. this agency will file a paternity case and find him to get child support.
