Legal Question in Family Law in California

My friend has an exboyfriend that is not following the visitation order set forth by Sacramento Family Court. She has a r/o for harassment and that is not being followed either. The noncustodial parent is not supporting the minor children in question and his only source of income is Social Security for Disability. He has made threats against her in a physical and emotional manner. She does not feel safe and feels that the safety of her children are at stake as well. What can we do to get child support for the minor children and a restraining order that will cover the children while they visit family members and friends that the noncustodial know of the family/friends residencies?

She has to go to court for a custody and support order, and to extend the restraining order to the children. If the current order is not being followed she needs to call the police, or file a contempt of court complaint with the court that issued the order, or both.
