Legal Question in Family Law in California

I have had a friends son living with me for the last 7 years, he is going to be 8. I was told by Child Services that I needed to get "legal custody" of him. The birth mother is willing to do this to stop a pending case against her. Can I do this with guardianship or how do I go about getting custody of him? There is not a father known either how do I handle that too? What is the fastest way of handling this situation or should we go for adoption?

Gurardianship should be quicker but has drawbacks depending on what you and the birth mother want your relationship to the child to be. The two have very different legal ramifications. You should consult with an attorney about your options and what would work best for you and the child.
