Guardianship of the minor

How do I get legal counsel appointed to me by the court? Family code 7860 and 7862 and Probate code 2357(d) allow for this. I am the respondent and the sole surviving biological parent of minor twins and my sister is the respondent. I know, from what I have been told, that the law is on my side and that my sister should not be awarded permanent custody, but she was already granted temp custody via ex parte based on false allegtions. I have provided the court with my objections and evidence where she has lied, but as there is an ''allegation of unfitness'' per the judge, he will not return custody to me until a DHHS home evaluation is done. I am so frustrated as I am not being heard since she has an attorney and I don't. I only get to see my 14 year old twins, whom I have raised by myself their whole life, on the weekends. My sister has had a very peripheral involvement in their life but feels now that I am an abusive parnet.
