I want to leave my husband we have two small children I want to know if its considered kidnapping if I take them across state lines

No, but for up to six months California would still have jurisdiction over the children. So he can file for divorce in California and obtain an order that they be returned to the state. That order could then pretty much automatically be turned into an order to be enforced in any state you go to, and if you fail to obey those orders THEN it would be parental kidnapping.
