Is it legal for someone to collect California child support while living in Kentucky?

Of course. California courts retain jurisdiction and California law continues to apply until the child turns 18. Although if neither parent still lives in California, the case could be moved to the state of the child's current primary residence and support could be recalculated under that state's law if it would be more favorable. Until there is a modified California order, or a new order after transfer of jurisdiction, however, the current California order applies and is enforceable in any state.
