Can I as the non-custodial parent sue the custodial parent for support not given when our child was living with me full time.

It depends. Child support is not retroactive past the child's 18 birthday. However if the child is not past the age of majority and you feel you are owed past support, you may bring the issue before the court and let the court rule on it. Your chances of prevailing depend on the circumstances.
