when ordered to pay child support can i request the other parent show proof receipts that she is in fact spending that money on my child?

No, because there is no requirement whatsoever that she spend the money on the child. As long as she is caring for the child to an acceptable standard, that is all the proof you are entitled to. If she is not properly feeding the child, or the child is in rags, has no shoes, no toys or otherwise is abused or neglected because she doesn't spend enough money on the child, then you have grounds to move to change the custody arrangement, which would also change support.
