Legal Question in Family Law in California

If Original Divorce Filed and heard at the East County Division can other motions be heard, concerning this case, at other Divisons and if so, what do I do or file to get case heard at the East County Divison only (because of hardship of getting to Downtown Courthouse)?

You handle all matters at the court where the case is assigned until the judge or the court transfers it.

All divorce matters for cases filed in the East courthouse must be filed and heard there unless one of the parties requests and the court agrees to transfer it. To get questions answered about your divorce in your county this resource will get you more specific help than LawGuru:

I see that you still have an east San Diego County zip code, therefore, I would think that you would still want to file your motion in East County, parking is much better and no cost. You can have it changed to another division or county if neither of the parties are still living in East County. You will probably have a new judge since two of the judges changed the first of the year and the other has been there less than one year.
