Parent's financial obligation to pay college expenses

Are both divorced parents responsible to pay for their child's college education? A verbal agreement by both parents was made to share costs for such things and one party backed out abrubtly. Both children are currently enrolled in accredited Universities and ongoing payments are due. Do the children, aged 18 and 21 have any recourse?

California requires that a parent support a child until 18 or 19 if attending high school full time. Any assistance the child receives for a college education is completely voluntary.
