What if one person does not follow through with the supplemental agreement for paying community debt.

A court action would have to be filed to enforce the supplemental agreement. The method of enforcement will depend upon the terms of the agreement and whether or not it is a court order. Consult with your family law attorney or another attorney. Also if the supplemental agreement is verbal it may be very difficult to enforce.
