"Can the police physically make a child go with the other parent in a custody order, child is 11yrs old and 165 5'9ft"

The police are unlikely to go that far in a civil matter, but ultimately the custodial parent faces fines and/or jail time if they do not do everything in their power to make the child go for court ordered visitation. The child could also ultimately be placed with the other parent or in court custody if the parent continues to willfully allow the child not to participate in court ordered visitation.
