Legal Question in Family Law in California

A police report was filed accusing me of something I did not do,: The accusing party forwarded me an email that she received from DA office of the county where the report was filed. It said, “The prosecuting attorney filed a penal summons in family court in police report #xx-xxxxxx for defendant : my name. The initial court hearing date is set 01/26/2022 @ 8:30 am. Please feel free to contact me with any questions or concerns.”

Can they go ahead & charge me; put a warrant out for my arrest without ever serving me anything or without me ever getting any kind of notice or even a call. This case would be seen in Hawaii & I’m in California.
