Legal Question in Family Law in California

This question is for my boyfriend and his situation; there is no custody order and the children's mother allows him to have the kids 3 days a week at her whim or whatever is convienent to her. She had filed for child support and lied about his income, how much time he spends with them, ect. She also had a welfare fruad case against her earlier in the year that was from when they were together ; he supported her and she collected money from cash aid; she made him sign a legal document to get her out of trouble by the threat of witholding the children from him. She uses the kids as pawns to get money from him. When they split up he paid for her rent, groceries, diapers and also gave her $1,200 cash for what she called child support. When he stopped paying her she filed for child support. When he asked her about it she said she didn't file that it must be from welfare; then much latter admitted that she had filed for the child support. The support order is outrageous and she makes the same income if not more than him. She also claimed them on her taxes without so much as discussing that with him. So what can he do to have things fair; time with the children and the child support either modified or dropped?
