Legal Question in Family Law in California

I need help with a quick statement to put on my recently deceased father VA paperwork and pension. To sum it up his wife (not my mother she passed years ago) sent my father to me in 2009. at that time he was in early stage dementia. she decided it was too much to continue to care for him and didnt want him back. at that time she was receivig his pension and a check for care. i had to seek out help with the VA since he was a vet and contacted the pension to get montary help to cover his care because i needed to put him in a home. the VA helped him establish spousal abandonment on his wife and the check went straight to pay for his care as well as his pension. my father passed 3 weeks ago. the pension company and VA need statements to help determine about his pay outs. how can i explain about the spousal abandonment formally . thak you for your help.
