California's Uniform Child Custody Jurisdiction and Enforcement Act (UCCJEA) (Fam C §§3400-3604) governs the procedures for establishing, enforcing, and modifying child custody orders when more than one state/country is involved. I would start with Fam. Code §3405. You will need someone to go in to file it for you. There are companies that do document management. Good luck!
