is it relevent which parent files a petition to establish parental relationship?

My daughter is a teenager and we were wanting to file and now his parents want us to fill out the same paperwork for him so he can file. so does it matter who files first?

It does not matter which parent files the petition first. Only one parent needs to file a petition to determine paternity. The other parent files a response. Since your daughter is a minor either father or mother should apply to be her guardian ad litem. The guardian ad litem become her legal representative in court.
