It's certainly possible to relinquish his rights, but this would not relieve him of the support responsibility unless there's an agreement otherwise. If this is what he is seeking, a modification of child custody and support would be more appropriate.

He can relinquish his parental rights for the purpose of adoption of the children by someone else (like the step father) but the mother(s) would have to agree to the adoption.
