In responding to Child Custody forms from San Diego, CA. can they be replied to from Northern California? And, will she have to return to San Diego for court?

I assume the case is situated in San Diego county. If so, you must file pleadings in that jurisdiction. The forms you were served should contain the court street address at the top of the paperwork.
