Separate property funds can be used by the party entitled to them. Your question is not clear in regard to whose separate property is involved and why they cannot be used.

"Separate property funds" is property you had prior to the marriage, acquired after the date of separation or acquired during the marriage by gift or devise (inheritance). You need to keep the money in a separate account so you do not have a problem tracing any purchases to your separate property funds. You can use your separate property as you please during the marriage and it remains separate as long as it is not commingled with community property.
