My little sister took out a restraining order on me. her wife filed it out for her and signed her name to it can her wife sign my sister name as long as my sister can sign it her self

Nope, but you can bet that if there are valid grounds for the restraining order, and your sister wants one, that technicality won't stop a court from issuing it. If your sister disavows it, then her wife is in a WHOLE lot of trouble, and even if your sister wants the RO, the wife is probably facing a fine or contempt of court charge of some kind, but if your sister wants the RO, who signed the form isn't going to stop it from being issued and enforced.
