Legal Question in Family Law in California

In 91 my husband fathered a child born in CA where he lived he moved to Tx. he was self employed and the mother turned in gross profit papers not his actual income. So court was set and support was determined on those papers mother & child lived at the grandparents home the mother was thrown out due to living standards(drugs) so the caregiver of the child was the grandmother but the mom got all the govt funds he saw the child when she was 4 at the grandparents house throughout the years the mom was never there she would come by the grandmothers pick up the kids for a couple of hours and that is it the grandmother who is the mother's mom called Child Protective Services whom investigated the case due to putting the kids in danger the grandmother is also raising her other two children CPS informed her that the child could reside with her father here in TX if she wanted due to no legal custody case on this child, so the grandmother sent her to us on 9-12-03 through a TX lawyer my husband has custody ? is child support but no custody case? CA took our bank account for arrears of money that never aided in the support of that child can the mother not be liable for this money? we have 5 kids we cant pay we need to feed them. pls help

The child support enforcement agency in the county in which the court order was made should be able to help you with this matter, and they do not charge for their services.
