Legal Question in Medical Leave in California

In California, if a person doesn't qualify for FMLA/CFRA (i.e., has not worked 12 months, but has worked 1250 hours in last 12 months), when she goes on PDL, and becomes qualified before returning, does the time she was on PDL count toward the 12 month requirement?

No. All requirements have to be met prior to leave.
