If an attorney makes a statement that he knows is false, in a declaration under penalty of perjury, in support of a motion, or in a document opposing a motion, is this perjury?

Yes, it is perjury. Rarely prosecuted and sometimes investigated by the State Bar.

It must be material and intentional, but if so, then yes it is perjury.
