Legal Question in Civil Litigation in California

Bad refrence for future employer

My wife recently applied for a federal job. When the feds contacted one of her previous employers, the pre employer offered additional negative information. This cost her the job with the feds, (where I currenly work, and know the personnel dept. well). My personnel department informed me that all the previous employer had to do was answer thier questions, and all would be ok. My question is is it legal for the pre employer to offer such negative info?

Was the information TRUE. If so there may be nothing that can be done, however additional facts are needed and you should consult with an attorney who will need much more information then in you question.
