Legal Question in Civil Litigation in California

If I called the police to report nursing abuse/neglect (in which there were witnesses and security video that proves my allegations) at a hospital and the police showed up and said they would fill out a police report (and possibly make some arrests), and days later the police change their mind (had a conflict of interest) and choose not to write a police report and closed the file. What Cause of Actions (for Superior Court, unlimited jurisdiction) can I use, to sue the police for them failing to write a police report? I know I must file a Government Claim form with the City, but what causes of actions would I later use? Negligence? which othe C.O.A.'s..

You can't sue the police for not writing a report. The police are immune from being sued for their decisions on whether or not to make a report.
