car loss

a tree owned by the city fell on my car which totalled it. It was a result of a windstorm. The homeowner called the city several times to complain that the tree was not safe and nothing was done. Who is responsible for my car?

You might argue that the city is liable since it was on notice that the tree was dangerous. You will have to file a tort claim with the city. You can probably find one buried online, or call the city attorney's office (or city council member) to get one. This is a prerequisite before filing suit.
