Car theft

heres the situation, its not mine. it is between my x and his x. i am tryint to help him. the owner of the car had his car at the dealership for repairs. his X somehow got the dealership to release the car to his possesion. he will not give the car back to the rightful owner. the police have been brought into it but dont seem to be much help. it has been about a year since. my X (the owner of the car) has numerous restraining orders on his X. weve checked the registration on the car and somehow his X has put his name on a car that isnt his. (so now two names are on the title of the car) his X has been trying to sell it on craigslist. how is this possible. what do the police need to be told to do something. the man is a con artist whom is succeeding and needs to be stoped for it is not right! i belive the car has been reported stolen but not certain. the police had said its a civil matter and such. how do i help get the car to the right ful owner. (reports of the attemp to sell the car has been made) still doesnt seem to be getting anywhere.
