Garnishing wages

I won a small claims judgement for $3000, defendsnt didn't pay, I filed to garnish wages, it is being ignored. Sheriff's Dept says it can 'send a demand letter' but has no ability to force payment. They did say I could sue the employer for failing to comply. Is that true, and if so, what do i sue him for? The amount of the Judgement? The employer at least has assets so he's starting to look good!! Also, can I sue for expenses to collect this judgement? I actually live in Florida, but have travelled back to CA. 3X now to pursue this.
