If a Judge handed you a handwritten order and state that moving party should give notice, do you just make copies of the hand written order and mail or do you need to transpose the order on to a standard court form and header to be mailed to defendants ?

Ideally, you should create a "Notice of Ruling," stating what the court did, and when it did it. Attach a copy of the court's order and a proof of service signed by a non-party. Mail a copy to opposing counsel/party, and file the original with the court. Make sure to have the court file-stamp the cover page of a copy for your records.
