When is the l/d to file an opposition for motion to change venue - is this considered a discovery motion per 1005 (9 days before hearing) or earlier, like a Motion for Summary Judgement?

Papers opposing a motion to change venue shall be filed with the court and a copy served on each party at least nine (9) "court" days before the hearing. (Code of Civ. Proc., sect. 1005 subd. (b).) All papers opposing a motion shall be served by personal delivery, fax transmission, express mail, or other means consisted with Code of Civil Procedure sections 1010, 1011, 1012 and 1013, reasonably cacluated to ensure delivery to the other party no later than the close of the next business day after the opposition papers are filed.
