i just moved into a new house and my water municipality me 60$ just to open an account 30 for water and 30 for sewer this is not a deposit and i will not be getting this money back. is this legal? this is the only department that provides water and sewer to this address

It is common for public utilities to charge a connection or opening account fees. Often they will waive some of the fees if you have a prior history of good payment.
